Morocco and Pakistan Strengthen Defence Cooperation Through Strategic Agreement

Morocco and Pakistan have taken a significant step toward deepening their bilateral defence relationship with the signing of a Memorandum of Understanding (MoU) in January 2026, aimed at expanding cooperation across multiple military and security domains.

The agreement reflects both countries’ shared objective to diversify their strategic partnerships, enhance indigenous defence capabilities, and advance South-South cooperation by leveraging Pakistan’s established military industrial base and Morocco’s growing regional defence footprint.

Key Areas of Morocco–Pakistan Defence Cooperation (2026)

Defence Production and Industry
The MoU focuses on co-development, technology transfer, and exchange of expertise in defence manufacturing, supporting the growth of domestic defence industries in both countries.

Cybersecurity and Information Security
Cyber defence has been identified as a priority area, with cooperation aimed at strengthening protection of military networks, data integrity, and resilience against cyber threats.

Training and Joint Exercises
The agreement provides for joint training programmes, professional exchanges, and combined military exercises to enhance interoperability and operational readiness.

Military Health and Medical Cooperation
Collaboration in military medical services and healthcare training is included to improve battlefield medical response and long-term personnel welfare.

Geostrategic Context
Signed in Rabat, the MoU underscores Morocco’s strategy of broadening its global defence partnerships, while reinforcing Pakistan’s role as a key defence and security partner within the Global South.

Overall, this agreement signals a growing convergence between Morocco and Pakistan in addressing regional and emerging security challenges, and highlights their intent to build a durable, forward-looking defence partnership.
