Kohistan Upper Official Accused of Misconduct, Harassment

KOHISTAN UPPER, News Reporter, A formal complaint has been filed against the Assistant Commissioner (AC) of Seo, Kohistan Upper, alleging misconduct and harassment of a subordinate official. The complaint, lodged by the Executive Engineer of the C&W Division, details a series of alleged violations of protocol and abuse of power.

The incident centers around unauthorized renovation work carried out in the AC’s office. According to the complaint, the AC oversaw paneling and renovation without obtaining necessary approvals or notifying the relevant office, a clear breach of government regulations. Following the completion of the work, the AC allegedly demanded cash payment from the Sub-Divisional Officer (SDO) of the C&W Division, a demand the complaint describes as improper and in violation of financial and administrative rules.
The situation escalated on January 23, 2025, when, according to the complaint, the AC sent police personnel to the SDO’s residence while the SDO was reportedly ill. The complaint alleges that the officers demanded payment for the unauthorized renovation work and, without consent, entered the SDO’s private bedroom and attempted to forcibly remove him (video evidence of this incident is reportedly available). This action, the complaint states, caused significant mental distress and humiliation to the SDO, a gazetted officer.
The Executive Engineer’s complaint calls for an immediate investigation into the AC’s conduct and demands appropriate disciplinary action. The complaint emphasizes the need to uphold government procedures and protect public officials from harassment and coercion. Copies of the complaint have been sent to several higher-ranking officials, including the Chief Engineer (EAST) C&W Department, the Secretary C&W Govt of Khyber Pakhtunkhwa, the Commissioner Hazara Division, and the District Police Officer Kohistan Upper.
A separate complaint, filed by the SDO himself, corroborates the allegations made by the Executive Engineer. The SDO’s account details the unauthorized renovation, the demand for cash payment, and the subsequent incident involving police personnel at his residence. He also states that he was targeted without any warrant. The SDO’s complaint requests a formal investigation and legal/disciplinary action against the AC.
The allegations against the AC represent a serious breach of conduct and raise concerns about the management of public funds and the treatment of government employees in the region. The outcome of the investigation into these allegations remains to be seen.
