LAHORE, Court reporter: An accountability court in Lahore’s Model Town has declared Irfan Mustafa, Chairman of Baskin Robbins Ice Cream Pakistan, a proclaimed offender. The case also involves his two sons, who serve as heads of the company. A court order issued on June 23, 2025, by Judicial Magistrate Section 30 Azhar Humayun Khan, also revokes Irfan Mustafa’s bail, if previously granted, or forfeits his bail bonds.
The court’s decision came after a process server submitted a report stating that the proclamation issued for Irfan Mustafa could not be served as he was unavailable at his given address and had “willfully concealed himself.” The process server confirmed that copies of the proclamation were affixed to the outer gate of his residence and a conspicuous place within the court premises. The court formally declared the compliance of the proclamation as complete.
Other accused individuals in the case, including Haris, Jibran, Naeem, and Mohsin Khan, were present on bail during the June 23 hearing. Proceedings against Ahmed Haris, Jibran, Naeem, and Mohsin Khan have been separated from Irfan Mustafa’s case under Section 540-A Cr.P.C.
This development follows previous court proceedings where actions under Section 87 Cr.P.C. were initiated against Irfan Mustafa, Naeemullah, Haris Mustafa, and Jibran Mustafa on April 14, 2025. Although a revision application filed by these accused on April 24, 2025, resulted in the suspension of proceedings regarding the issuance of proclamation under Section 87 Cr.P.C. on the April 14 order, the court noted that despite the approval of the revision application, Irfan Mustafa and others failed to appear in court.
As a result of being declared a proclaimed offender, perpetual non-bailable arrest warrants have been issued in Irfan Mustafa’s name, directing the SHO to produce him before the court upon arrest. Furthermore, his surety’s bail bonds have been forfeited in favor of the state, and separate proceedings under Section 514 Cr.P.C. will be initiated against the surety.
The next hearing is scheduled for June 30, 2025.

Irfan Mustafa is associated with AHG Flavours (Pvt.) Limited, the company behind Baskin Robbins Ice Cream Pakistan, as its Chairman. His two sons, Jibran Mustafa and Haris Mustafa, serve as heads of the company. Baskin Robbins Ice Cream Pakistan operates under Irfan Mustafa’s company, AHG Flavours.

Pakistan Customs is also conducting a comprehensive investigation into a larger tax and duty evasion matter between AHG Flavours and Interlink Corporation, which resulted in a loss of over PKR 1 billion from 2018 to 2021. All three individuals have reportedly fled Pakistan and are not facing Pakistani courts and law.
Baskin Robbins Presence in Pakistan
Baskin Robbins signed a master licensing agreement with AHG Flavours (Pvt.) Limited in 2017. This agreement included a target to develop 35 Baskin Robbins shops across the country, with an initial focus on Lahore city. According to Baskin Robbins Pakistan’s website, Baskin Robbins is available at over 20 stores across Pakistan. Their aim is to continue their “extraordinary growth” and become the “best-selling ice cream” in Pakistan.
