Islamabad, January 6, 2026: The Government of Pakistan has formally issued a policy directive for the auction of IMT spectrum, paving the way for the launch of 5G services in Pakistan along with the expansion of existing 4G networks.

According to the policy, multiple frequency bands suitable for next-generation mobile technologies will be offered through a transparent auction process. The move is aimed at strengthening Pakistan’s digital infrastructure, improving mobile broadband speeds, and preparing the telecom sector for nationwide 5G deployment.

5G-Ready Spectrum Bands

The auction includes low, mid, and high-band spectrum, with particular emphasis on the 3500 MHz band, which is globally recognized as the primary band for 5G services. Other bands to be auctioned include 700 MHz, 1800 MHz, 2100 MHz, 2300 MHz, and 2600 MHz, allowing operators to enhance coverage, capacity, and data speeds.

Technology-Neutral Framework

Under the policy, spectrum assignments will be technology-neutral, enabling successful bidders to deploy 5G or any other advanced mobile technology. Both existing Cellular Mobile Operators (CMOs) and new entrants will be eligible to participate, encouraging competition and fresh investment in the telecom sector.

Licensing and Payment Terms

Successful bidders will be awarded 15-year spectrum licenses. Although spectrum prices are denominated in US dollars, payments will be made in Pakistani rupees at the prevailing NBP TT selling rate. The policy provides a one-year payment moratorium from the date of license issuance.

After the moratorium, operators may choose between full upfront payment or a deferred payment option, with deferred amounts subject to a markup of one-year KIBOR plus 3 percent.

Supporting 5G Rollout and Reforms

To facilitate the rollout of 5G, the government has also announced complementary reforms. These include reviewing the Rolling Spectrum Strategy to release more than 1,000 MHz of additional spectrum before 2030, promoting infrastructure sharing, leveraging USF-funded fiber backhaul, and providing duty-free import of 5G equipment. Incentives for local smartphone manufacturing and the introduction of industrial power tariffs for the telecom sector are also part of the broader reform agenda.

Officials believe the issuance of the 5G spectrum auction policy marks a major milestone in Pakistan’s digital transformation, enabling advanced applications across industries such as manufacturing, healthcare, education, smart cities, and e-governance.
