The Ministry of Information Technology and Telecommunication (MoITT) has started work on a new 10-year digital transformation roadmap to modernize Pakistan’s digital system and prepare the country for a stronger digital future. The plan aims to improve government services, strengthen digital governance, and help Pakistan keep up with the fast-changing technology sector.
According to the proposed plan, the roadmap will be developed as part of a major restructuring of the ministry. The project will be carried out in three phases to ensure steady progress over the next decade.
The first phase will focus on short-term goals that can be completed within the next two years. The second phase will cover medium-term goals over three to five years, while the final phase will include long-term objectives to be achieved within six to ten years.
The roadmap will include clear targets, timelines, and performance milestones so that progress can be measured regularly. It will also outline the resources needed for each stage of the project, identify the responsibilities of different departments, and explain how the government will work with stakeholders to successfully implement the plan. At the same time, the roadmap will ensure that all reforms follow Pakistan’s administrative and financial rules.
As part of this transformation, the ministry will review its current organizational structure to identify areas that need improvement. Officials will examine how different departments work, whether responsibilities are clearly divided, and whether the existing staffing system is suitable for future digital needs.
The review will also focus on improving governance within the ministry and strengthening coordination with its affiliated organizations. The goal is to remove unnecessary duplication of work, improve efficiency, and ensure better cooperation between federal and provincial institutions responsible for digital services.
The government also plans to hire consultants who will recommend changes to the Rules of Business 1973, which define how government ministries operate. These experts will suggest a modern organizational structure that is better suited to managing Pakistan’s growing digital economy.
The 10-year roadmap will cover several important technology sectors. These include improving telecommunication services, strengthening cybersecurity, encouraging cloud computing, developing policies for artificial intelligence (AI), supporting the country’s startup ecosystem, and creating better regulations for digital platforms and online services.
The plan will also estimate the total financial cost of implementing these reforms. It will include a detailed budget, identify possible risks, and explain how the government will manage changes during the transition.
Another major part of the project is capacity building. Ministry employees will receive training and skill development programs to prepare them for new technologies, digital tools, and modern ways of working. This will help ensure that government officials can successfully implement and manage future digital projects.
Before the roadmap can be fully implemented, it will require approvals from several government departments, including the Cabinet Division, Establishment Division, and Finance Division. The final document will clearly explain which approvals are needed and how each reform should be carried out.
The Ministry hopes that this long-term strategy will create a stronger and more efficient digital governance system. By improving policies, upgrading institutions, and investing in modern technologies, Pakistan aims to build a digital economy that supports innovation, attracts investment, improves public services, and benefits businesses as well as ordinary citizens over the next ten years
