Islamabad High Court Rejects Plea to Quash FIR in Rs. 80 Million Under-Invoicing Case

Islamabad — Special Report The Islamabad High Court has dismissed a petition seeking the quashment of FIR No. 10/2025 in the under-invoicing scandal, ruling that the investigation must proceed in accordance with the law.

In his certified order, Justice Muhammad Asif wrote that the petition was “baseless” and “premature.” The court observed that objections regarding jurisdiction, mala fide intent, and procedural grounds are matters for the Federal Investigation Agency (FIA) to assess during the investigation and for the trial court to decide at a later stage.

Background

According to the FIA inquiry, several companies are accused of submitting under-valued invoices to customs authorities while concealing higher-value invoices from Dunkin Brands USA. This practice allegedly caused a loss of over Rs. 80 million to the national exchequer.

The FIA emphasized that the case is a significant test of transparency in Pakistan’s trade and revenue system, and evidence is being collected against the companies and individuals involved.
