CCP Holds First Hearing in Phase II Review of PTCL-Telenor Merger Islamabad

Zubair kasuri: The Competition Commission of Pakistan (CCP) today conducted the initial hearing of the Phase II Merger Review regarding PTCL’s proposed acquisition of Telenor Pakistan and Orion Towers. The hearing, presided over by CCP Chairman Dr. Kabir Ahmed Sidhu and members Salman Amin and Abdul Rashid Sheikh, saw participation from key stakeholders.

PTCL’s legal representative, Senior Counsel Ms. Rahat Kaunain Hassan, presented arguments emphasizing the potential economic benefits and growth opportunities that the merger could bring to Pakistan. PTCL’s President & Group CEO Hatem Bamatraf and other senior management members also shared their perspectives on the merger’s potential positive impact.
Wateen Telecom Limited, represented by Mian Sami-ud-Din, presented its preliminary objections to the merger. The Commission also heard from representatives of Telenor Pakistan, Orion Towers, PTA, Jazz, Transworld Associates, Cm Pak LDI Ltd, and the Frequency Allocation Board.
The CCP’s Phase II Merger Review, conducted under Section 11(6) of the Competition Act 2010, aims to thoroughly examine the market share dynamics and potential risks of market concentration arising from this significant transaction. The CCP is committed to ensuring a fair and competitive market environment and welcomes input from all stakeholders.
The next hearing is scheduled for October 2, 2024, where Wateen will conclude its arguments and other stakeholders will present their views on the proposed merger. The CCP’s final decision on the merger will be based on a comprehensive analysis of all evidence and arguments presented during the review process.
