Government to Review Telecom Amendment Bill 2026 After Strong Opposition

The federal government has decided to review the Telecommunication Reorganization Amendment Bill 2026 after facing criticism from politicians and the public over some of its proposed powers related to telecom infrastructure installation.

The bill was approved by the National Assembly on June 11, 2026, but soon after its approval, concerns were raised by lawmakers and social media users. Most of the criticism focused on the powers given for installing telecom infrastructure, especially equipment placed above the ground such as mobile towers and other communication facilities.

According to sources in the Ministry of IT, some parts of the bill were not clearly written. Because of this, many people misunderstood the purpose and scope of the proposed amendments. Officials also said that information regarding penalties mentioned in the bill was presented in a misleading way, which created further confusion and criticism.

As a result, the government is now considering changes to the bill. Sources say that several strict conditions may be softened, and the wording of some clauses may be revised to address concerns raised by lawmakers, political parties, and other stakeholders.

However, officials clarified that there will be no changes to the section related to underground telecom cables. The government believes that laying underground fibre optic cables is essential for improving the country’s digital infrastructure and should continue without major changes.

The review will mainly focus on above-ground telecom infrastructure. This includes mobile towers, communication equipment, approval processes, implementation powers, and other related regulations.

The move comes after strong opposition from members of the Pakistan Peoples Party (PPP) during committee discussions. PPP lawmakers expressed concerns about the powers being granted under the proposed law. In addition, Senator Afnan Ullah of the PML-N also raised objections and called for a closer review of the bill.

Sources say the government plans to consult the PPP’s legislative committee before finalizing any changes. After revisions are made, the updated draft is expected to be presented before the Senate Standing Committee on Information Technology for further discussion.

Once the Senate IT Committee reviews and approves the revised bill, it will be presented before the Senate. If approved there, the legislation will then return to the National Assembly for final approval.

The main purpose of the bill is to speed up the installation of telecom infrastructure across Pakistan. This includes mobile towers, fibre optic networks, and future communication facilities needed for better internet and telecom services.

The government believes that faster deployment of telecom infrastructure is important for improving digital connectivity, expanding internet access, and preparing Pakistan for future technologies such as advanced broadband and next-generation telecom services.

However, critics argue that the bill should balance the need for faster infrastructure development with concerns about property rights, local permissions, public interests, and the powers given to telecom operators.

The latest review shows that the government is willing to reconsider some of the stricter provisions in order to build political consensus and address legal and public concerns.

The outcome of this review will determine how much authority telecom companies will receive for installing infrastructure and whether the government can find a balance between rapid digital development and the concerns raised by lawmakers and the public.

As discussions continue, the revised bill is expected to play an important role in shaping Pakistan’s future telecom and digital connectivity landscape
